Locazioni turistiche, dal 2019 obbligatoria la comunicazione

Dal primo gennaio 2019 tutti i locatori dovranno trasmettere le informazioni riguardanti gli immobili destinati a locazione turistica sul territorio toscano. Saranno inoltre tenuti a comunicare le presenze turistiche ai fini ISTAT, come già fanno tutte le altre strutture ricettive extra-alberghiere (quali gli affittacamere, i bed and breakfast e le case vacanze).

Dal primo gennaio 2019 scatta l'obbligo per tutti i locatori di trasmettere le informazioni riguardanti gli immobili destinati a locazione turistica su tutto il territorio toscano. Lo ha deciso la Regione Toscana, che ha approvato la delibera che dà attuazione all'articolo 70 del nuovo Testo Unico regionale in materia di turismo, ovvero lo schema di comunicazione che ogni soggetto (persona fisica, persona giuridica, impresa) che concede in locazione immobili o porzioni di essi per finalità turistiche dovrà trasmettere al Comune ove l'alloggio è situato.

Chi concede in affitto a turisti un immobile di proprietà per la prima volta dovrà inviare la comunicazione entro trenta giorni dalla stipula del primo contratto di locazione.

I locatori saranno anche tenuti a comunicare le presenze turistiche ai fini ISTAT, come già fanno tutte le altre strutture ricettive extra-alberghiere (quali gli affittacamere, i bed and breakfast e le case vacanze).

La delibera approvata dalla giunta regionale prevede infine che la comunicazione dovrà essere effettuata su una piattaforma online messa a disposizione da parte dei Comuni capoluoghi di provincia e della Città metropolitana di Firenze, con il coordinamento della Regione. Il Comune dove si trova l'alloggio potrà così acquisire i dati in esso contenuti ed i Comuni capoluoghi o la Città metropolitana potranno utilizzare i dati, per quanto di competenza, relativamente alle finalità di tipo statistico.

Secondo l'assessore regionale al turismo Stefano Ciuoffo, il provvedimento si inserisce fra le attività tese a “dare trasparenza e tracciabilità a fenomeni che devono emergere nella loro interezza. Non solo per rispondere a casi denunciati in questi mesi di abusivismo o elusione fiscale ma anche per la conoscibilità del fenomeno: ci servono dati certi, l'utilizzo statistico di presenze e arrivi aiuta gli amministratori pubblici a pianificare le politiche ad esempio su mobilità, raccolta rifiuti, promozione e accoglienza". Ciuoffo aggiunge poi che "così come accade con i dati raccolti da tutte le strutture ricettive, dopo la richiesta al momento andata a vuoto di unificare i data base del ministero degli interni, abbiamo deciso di passare ai fatti con gli strumenti a nostra disposizione: andiamo verso la creazione di una piattaforma informatica dove potremo raccogliere i dati sulla provenienza dei turisti e sulla loro permanenza in Toscana. Questo consentirà di sviluppare politiche pubbliche in modo più mirato, dalla promozione turistica su determinati mercati alla decongestione di alcune mete sovraffollate. La creazione della piattaforma web sistematizza l'invio al Comune e lo solleva dalla trasmissione della comunicazione al Comune capoluogo o alla Città metropolitana. In questo modo – conclude Ciuoffo - si semplificano gli adempimenti a carico del cittadino, che su un'unica piattaforma potrà sia caricare la comunicazione diretta al Comune ove l'alloggio è situato che inviare i dati dei flussi turistici".
