Alluvione, 50 milioni di euro a sostegno di famiglie e imprese

In arrivo il pacchetto di aiuti stanziati dalla Regione Toscana. Un primo stanziamento di 18 milioni di euro prevede contributi a fondo perduto e interventi per favorire la liquidità delle imprese in attesa dei provvedimenti nazionali. Intanto si apre online la ricognizione ufficiale dei danni per cittadini e attività economiche (dal 1° dicembre). La Regione Toscana raccomanda che la stima dei danni sia più fedele possibile alla realtà. La Regione Toscana ha approvato un pacchetto consistente di aiuti economici, del valore complessivo di 50 milioni di euro, a sostegno delle aree colpite dall’alluvione e dagli eventi eccezionali del 2 e 3 novembre scorsi.

Un primo stanziamento di 18 milioni di euro sarà suddiviso in tre interventi a favore di famiglie e imprese:

  • 6 milioni a fondo perduto per le imprese danneggiate (attraverso Sviluppo Toscana),
  • 6 milioni a fondo perduto destinati alle famiglie
  • 6 milioni per l’istituzione di un fondo rotativo destinato ad abbattere gli interessi per nuovi prestiti bancari e sostenere la liquidità delle imprese, aperto all’adesione di Camere di Commercio e fondazioni bancarie che potranno aggiungere proprie risorse (grazie ai 6 milioni regionali il potenziale di liquidità per le imprese è di circa 60 milioni).

Saranno poi messi a disposizione 5 milioni di euro, in collaborazione con la Banca Europea per gli Investimenti e istituti di credito del territorio, per sostenere nuovi e ulteriori investimenti delle imprese danneggiate. Altri 20 milioni arriveranno da Fidi Toscana, per garantire prestiti a piccole e medie imprese.

Una premialità speciale (in termini di punteggio) è poi prevista in favore delle imprese danneggiate per la partecipazione al bando regionale da 125 milioni per progetti di ricerca e sviluppo delle imprese, che uscirà nel 2024.

A tutto questo si aggiunge una moratoria di sei mesi sulla restituzione delle somme ottenute da imprese danneggiate che in anni passati avevano ottenuto garanzie e microcredito attraverso bandi regionali e la richiesta all’UE di attivare il fondo europeo di solidarietà (come già avvenuto per l’Emilia-Romagna) per un totale di 50 milioni.

A Prato e Campi Bisenzio è inoltre prevista l’apertura di sportelli per i cittadini e le imprese, veri e propri presidi operativi per chiedere dettagli e favorire l’accesso alle varie misure, promossi dalla Regione in collaborazione con le Camere di Commercio e Sviluppo Toscana.

 

LA RICOGNIZIONE DEI DANNI

Intanto, è stato attivato il portale della Regione Toscana per la ricognizione dei danni causati a privati dagli eventi meteorologici eccezionali di inizio novembre. I cittadini danneggiati potranno accedere al servizio online all’indirizzo servizi.toscana.it/formulari. Disponibili anche tutorial e informazioni per facilitare la compilazione. 

Il servizio di ricognizione e richiesta danni per le imprese parte il 1° dicembre.

Le domande vanno compilate attraverso l'apposita procedura online. Qui le istruzioni per la compilazione. 

La Regione Toscana raccomanda che la stima dei danni sia più fedele possibile alla realtà. Una stima inferiore potrebbe ostacolare il riconoscimento del danno effettivo, una più alta potrebbe avere comunque altre controindicazioni.

I Comuni interessati dai provvedimenti sono per adesso i 62 previsti dall’ordinanza regionale n. 98 del 15.11.23. Confcommercio Toscana ha chiesto l’inserimento di altre zone interessate dai fenomeni del 2/3 novembre.
